Overview

Rayford H. Taylor is Of Counsel in the HBS Atlanta and Jacksonville offices. He received his undergraduate degree from Florida State University in 1969 and his J.D. from Florida State University School of Law in 1974. 
After law school, he joined a law firm in Tallahassee for a year until he was recruited to work at The Florida Bar putting on CLE programs all over Florida. While at the Bar, he was also the Bar’s legislative counsel and General Counsel.  Mr. Taylor was responsible for coordinating all legislative issues involving the Bar, and all it sections and committees.  As General Counsel, he was responsible for coordinating all of the Bar's litigation and developments.
During his time at the Florida Bar, The Florida Supreme Court approved the creation of an identification program for attorneys.  The concept eventually became a certification program for multiple areas of the law.  Mr. Taylor was responsible for the organization and operation of those programs until leaving the Bar to go into private practice.
Mr. Taylor was a name partner for many years in a Florida based law firm representing the business and insurance community. He represented clients before the Florida Legislature, the courts and various state agencies, as well handling workers compensation cases throughout North Florida. He opened and managed that firm’s first branch office in Tallahassee and subsequently the Atlanta office.
In 2011, Mr. Taylor joined another Atlanta firm to focus on workers compensation defense. During this time, he represented clients throughout Georgia and continued to represent clients in Florida as well.
Mr. Taylor has handled over 200 appeals before the Florida Supreme court, the Georgia Supreme Court and all five appellate district courts in Florida.  He represented legal groups and corporate clients before the Florida legislature from 1980 until 2011, as well as clients before various Florida and Georgia state agencies.  Mr. Taylor has represented businesses and insurance companies in workers compensation matters in Florida since 1990 and in Georgia since 2002.
Mr. Taylor has regularly lectured on various workers’ compensation issues and topics at programs presented by the American Bar Association, The Florida Bar, the Georgia Bar, and the Atlanta Claims Association. He was one of the founding members of the National Workers Compensation Defense Network and throughout his membership served as Treasurer, Vice-President and on the Board of Directors for the organization. In 2008, he was inducted in the Charter Class of the National College of Workers Compensation Lawyers. With this organization, he served as the first Nomination Committee chair and as the second President of the College.  Currently, he is an ex officio member of the Board of Directors of the College.
