Biography

J. Felicia LeRay is a Partner with Hall Booth Smith in its Health Care practice. She focuses her practice on the defense of long-term care and residential care facilities, post-acute care facilities, skilled nursing facilities, assisted living facilities, community care retirement facilities, physicians, physician groups, hospitals, and integrated delivery systems.

Before joining Hall Booth Smith, Felicia served as an Assistant Attorney General in the Medicaid Fraud Control Unit for the State of Georgia. In that role, she investigated allegations of health care provider fraud in multi-million-dollar qui tam cases. As such, she is well versed in government investigative techniques.

A former prosecutor, Felicia is able to effectively represent and advise health care clients in the areas of business strategy and transactions, fraud and abuse protection, regulatory compliance, and privacy and confidentiality matters. She can assist health care providers and systems with the investigation of potential fraud, waste, or abuse issues, including all facets of the investigation, court proceedings, discovery, appeals, and settlement with whistleblowers, the United States Department of Justice, and the State Attorney General’s Office.

Before serving as an Assistant Attorney General, Felicia was a creditor’s rights attorney who represented mortgage creditors in the default setting. She was also a general practitioner in a solo practice and an associate in the corporate and securities practice group of an Atlanta-based international law firm, where she focused her practice on corporate transactional matters in the substantive areas of technology, real estate, and health care.

In addition to her diverse legal expertise, Felicia has considerable experience as a certified trauma nurse specialist, and she spent many years working at Grady Health System, which is Atlanta’s busiest Level I Trauma Center. As such, she possesses a unique ability to combine her clinical expertise with her legal skills to provide impeccable service to all of her clients.

Felicia lives in Atlanta with her husband and daughters, and in her spare time she enjoys competing in triathlons.
