Jacob O’Neal is a Partner in the Atlanta office of Hall Booth Smith, and his practice is concentrated primarily on local government representation and defense work.
He has extensive experience in defense of Title VII/ 42 USC §1983 actions and often advises local governments on compliance with National Voting Rights Act (NVRA) and voter registration policies, ordinance drafting, and legislation. He also has a growing appellate practice before the United States Court of Appeals for the Eleventh Circuit.
Jacob earned a Juris Doctor from the University of Virginia, where he served as the Chancellor of the William Minor Lile Moot Court and Executive Editor of the Virginia Journal of International Law. He received a Bachelor of Arts, summa cum laude, with a major in Political Science and a minor in Philosophy from Mercer University.
