Hall Booth Smith Expands in Florida with New Jacksonville Office
ATLANTA – Hall Booth Smith, P.C. announces the opening of an office in Jacksonville, Florida, the firm’s 13th office in the Southeast and second in Florida. The new office, to be co-managed by J. Brent Allen and Duke Regan, also expands the firm’s industry-leading medical malpractice practice.
Joining Allen and Regan, both civil trial lawyers, are partner Bill Fuller, of counsel Rayford H. Taylor and associate Kirk A. Carter.

Allen’s legal practice includes medical malpractice, commercial litigation, transportation, negligent security and premises liability. He is active in the Jacksonville community, having been appointed by the mayor to serve on the board of directors for the Jacksonville Housing Authority. Allen is also involved in several local professional and civic organizations, including the Rotary Club of Jacksonville – Downtown, the Chester Bedell Inn of Court, the Florida Bar and the Jacksonville Bar Association. He received his undergraduate degree from Auburn University and his J.D. from the Florida Coastal School of Law.

Regan, a third-generation Jacksonville native, represents individual and corporate defendants in medical negligence, correctional health care, and personal injury claims, including several cases successfully tried to verdict. He has served as lead counsel in circuit civil, appellate, and administrative courts. Regan has been repeatedly recognized as a Florida Super Lawyers Rising Star and Florida Trend Legal Elite. He graduated from the Stetson University College of Law with honors.

Fuller is a seasoned trial lawyer with more than 40 years experience. He has tried over 180 cases representing individual and corporate clients in medical malpractice defense, professional malpractice defense, insurance, defense, products liability defense, and trucking liability defense. Fuller is a member of the American College of Trial Lawyers, the Florida Defense Lawyers Association, and the American Board of Trial Advocates, among others. He received his J.D. from the University of Florida College of Law.
Taylor has handled over 200 appeals before the Florida Supreme Court, the Georgia Supreme Court and all five appellate district courts in Florida. He has represented businesses and insurance companies in workers’ compensation matters in Florida since 1990. He received his undergraduate degree from Florida State University and his J.D. from Florida State University School of Law.
Carter handles and represents insureds in all phases of liability litigation. He received his undergraduate degree from the University of Georgia and his J.D. cum laude from the University of Minnesota Law School.
