Biography

Noga Baruch is an Associate in our Atlanta office where she focuses her practice on education matters. As part of the firm’s Education team, she advises clients on special education law and defends school district clients in connection with claims under the Individuals with Disabilities Education Act and Title II of the Americans with Disabilities Act. Additionally, as part of the aging services team she represents providers including skilled nursing facilities, assisted living facilities and sub-acute facilities in a wide range of liability claims.

Prior to joining the firm, Noga was a judicial law clerk for the Honorable Robert J. Smith of the 19th Judicial Circuit of Virginia. She earned her Juris Doctor from The George Washington University, where she served as articles editor for the Public Contract Law Journal and was awarded a Presidential Volunteer Service Award for graduating with over 500 pro bono hours. During law school, she worked as a legal intern at several U.S. agencies and non-profits, including the AARP Foundation, the Disability Rights Section of the U.S. Department of Justice, the Center for Public Representation, and the U.S. Department of Health & Human Services Office of Elder Justice & Adult Protective Services.

Noga holds a Bachelor of Arts, magna cum laude, in Sociology with a minor in Public Policy and Management from the University of Georgia. She also graduated with a certificate in Disability Studies. During her undergraduate studies, she was the student president of UGA Hillel and worked as an undergraduate clerk for the Georgia Advocacy Office.

In her free time, Noga enjoys eating middle eastern food, visiting coffee shops, and attending stand-up shows.
