HBS Adds Wooten, DiCarlo and Stepina in Little Rock

LITTLE ROCK, ARK. – March 21, 2022 – Hall Booth Smith, P.C. is delighted to announce that Attorneys Todd Wooten, Tony A. DiCarlo, III and Joseph C. Stepina have joined the firm in the recently opened office in Little Rock, Arkansas.

Todd Wooten joins the firm as Partner and he focuses his practice on aging services, construction, medical malpractice and professional malpractice and ethics matters as well as a wide range of other business disputes and liability matters. Todd has tried more than 165 cases over a legal career spanning a quarter of a century. He has won multi-million dollar verdicts on behalf of clients for breach of contract and has successfully defended many wrongful death and injury cases. In addition to his extensive experience at leading and managing complex high-risk litigation, Todd has negotiated numerous out-of-court resolutions through arbitration and mediation as well as pre-trial settlements. He has also tried two original jurisdiction actions before the Arkansas Supreme Court on proposed constitutional amendments.

He represents clients in a wide range of industries including insurance, health care, finance, construction, transportation and real estate, which gives him a holistic view of emerging litigation theories and successful outcomes.

Todd earned a J.D. from the University of Arkansas School of Law, and an LL.M. from the University of Missouri-Kansas City School of Law. He also completed a B.S. at the University of Central Arkansas, and had additional study at the University of Ulster in Northern Ireland and University College Dublin.

Tony A. DiCarlo, III joins the firm as Of Counsel and he specializes in business litigation, personal injury defense, and medical malpractice defense, as well as a vast array of property and casualty related matters. He is also a licensed mediator in the state of Arkansas.

Prior to joining HBS, Tony began his legal practice in his home state of Louisiana.  Following the events of Hurricane Katrina, he moved his practice to Arkansas, where he has developed a growing civil litigation defense practice.  Tony has successfully defended clients in multiple jury trials in a variety of matters throughout the State of Arkansas.  He has also negotiated favorable out-of-court resolutions for his clients in numerous cases in both mediations and pre-trial settlements.

Tony holds a J.D. from Loyola University New Orleans School of Law and a B.M. from Loyola University New Orleans.

Joseph C. Stepina joins the firm as an Associate and he focuses his practice on general liability, premises liability, products liability and data privacy and cyber security matters. Prior to joining HBS, Joseph externed with the Honorable Beth Deere, Magistrate Judge of the United States District Court for the Eastern District of Arkansas and practiced at a Little Rock defense firm.

Joseph earned a J.D., magna cum laude, from the University of Arkansas at Little Rock, William H. Bowen School of Law, where he was the Articles Editor for the UA Little Rock Law Review. He also holds a M.P.A. from the University of Arkansas, Clinton School of Public Service. In addition, Joseph holds a B.A. in political science from Hendrix College.
